I would like to use another shop for my FBO C7Z. Can the new shop modify the existing tune from the car? Would I need to buy new HP Tuners credits? Or do I need to ask the current shop for my tune file?

Most shops don't like to start with a tune modified by someone else. You'll need to ask them. If it's minor changes they'll probably take the work. If it's a full re-do, don't count on it.
Unless you gave to the original shop your personal HP Tuners hardware, the old shop retains the credits on their hardware. That means the new shop will have to purchase new credits.
The original shop should have saved a copy of your original tune. Ask for that and give a copy to the new shop. If the original shop did not do that, then you have to have the PCM software reloaded by the dealer or you need VCX Nano in order to access ACDelcoTDS and perform the reflash yourself.
I’m assuming most shops don’t want you to bring your own hardware and credits.
I bought my hp tuner and my own credits and my tuner didnt have a problem with it. Dont know why they would care. Their not loosing any money by you getting your own.

Best to just check with shops that you may want to use for a tune and see what their policy is. Good luck, hope you can get it retuned with minimal hassle.
You are in the Tuner Twilight Zone, of which you will never escape. Be prepared to pay these self proclaimed experts a lot of money to screw up your car. All the while HP Tuner, and EFI Live are laughing at us in the back ground. NEVER hot rod a computerized car.
Did the current shop use your own HPTuners app??

The tuner should be able to provide with your stock file and current tune by email no matter.
If they are reluctant to give you the tune file, no reason for them not to give you the stock file.
If you change tuners at least you have the stock file for them to install and start over if they want.
Changing tuners mid fix is alotta times a must but certainly undesirable and normally a big time problem... Particularly when ones car is a Corvette! The smart Corvette thing to do... Is plan ahead! Do some research!.. Get your ducks in order. One must be smart and locate a good Corvette guy the FIRST TIME!... One could have him change the oil... this somewhat simple chore allowing you, quickly, the ability to check him out.

The tune can be read unless the prior Tuner locked it. It seems that most don't do that these days but I'm sure they're out there. Assuming the tune is not locked, anyone with HP Tuners can download the tune that's currently loaded in the PCM.

Exactly, 2 credits for the ECM. The other 2 credits are for the CCM to mod the Active Exhaust. If you're not modifying the Active Exhaust, then you'll only need 2 credits.

Sort of. It is 2 for the CCM but the PCM depends on year and can range from 2 to 8 (ZR1)
