Not normal. Air temp out of all vents should be about the same assuming driver and passenger set temperature is the same. If you press SYNC you can just adjust the driver temp and passenger will match.
1) verify passenger side set temp matches driver side
2) had this issue on DD and car was low on refrigerant
3) least likely pass temp actuator could have failed
These cars have known issues with the actuator doors malfunctioning, which causes the symptoms you mentioned. Hopefully, this isn't the case for you. However, a shop can easily scan for OBD-II trouble codes to confirm the issue. If you have a code reader, you can also check this yourself. Just note that replacing the actuators usually requires disassembling the dash. Your situation sounds exactly like the problem I and many others have faced.
