Removal of the rear quarter panel requires the rear fascia and wheelhouse cover(s) to be removed. Please follow the guide here to complete this task:

Hi Theta
The procedure to remove the driver's side rear quarter panel says to remove the wheelhouse liner. I am thinking that is to be able to get to the clamp at the base of the filler tube. Do you have that procedure that you can post....how to remove the drivers rear wheelhouse liner.

FWIW you don't have to completely remove the rear fascia to get the fender off. You can remove the tail light bezel and take the one screw out there, take the molding off under the hatch and remove those screws, and take the two screws off on the tail pipe bezel. Once that's done you can pop out that corner of the fascia and have plenty of room to take out the screws holding the fender on. The fender liner does need to come out but that's really easy and it will give you a great view of the underside of things. Also you don't have to remove the fuel filler pipe. You have to disconnect the wire going to the fuel filler door and remove one hose and that will all slip out over the fuel filler pipe. Cheers.
