Car won't power up

Do you mean that the fob is not recognized? Won't lock / unlock door? If a fob is not recognized the car will not even attempt to start. Have you tried new fob battery or putting fob in the steering column slot?
The windows index down when you open a door - so there is power to door switch and windows. This doesn't require a fob if the car is unlocked.
Also, disconnect the battery for 15 minutes or more - this is reported to reset the electronics. You will then need to reindex the windows.
IIRC there are about 3 fuses on top of the battery - some of them feed aux fuses not in either fuse box. I would check for voltage on each side of every fuse on top of the battery.
Otherwise - you had the engine out of the car. There must be lots of opportunities to miss reconnecting a sensor or other wiring - just a thought...

You made me curious. I just unlocked my car with the fob and then left the fob in the house. I got in the car - dash was active and I was able to push the radio **** to turn the radio on. (I almost always leave the radio on, not sure why I had to push the button). Pushing the start button brought up a message about no fob found, put fob in steering column slot. Pushing the start button multiple times didn't change anything. Start button did not illuminate yellow or green.
So - not sure why I was able to turn on the radio, but I could get no further without a fob. The driver's window indexed. I didn't think to try opening and closing the windows. I don't think the fuel pump came on.
This all makes sense - I can't turn the radio on or move power windows in my key ignition vehicles without the key turned to acc. Having the fob provides similar security as having a key.
You may not be aware of service mode. Hold the start button for about 10 sec without your foot on the brake or clutch. All systems should come on as if the engine is running. Be sure to push the start button to exit service mode - there is no timeout.
My vette is a 2014 2LT Z51 M7 bone stock. Hope this helps.
