Im doing a cam, headers, upper/lower pulleys, intake on my 2015. Who do you guys recommend as far as tuning goes?

Cam is a job on these cars. Time you add the costs of cam and both pulleys. You could do like I did so simple and less money and get a 2300 Blower instead. You need the Halltech or AFE intake anyway so then the headers and blower
makes 673 on my tuner's mustang dyno and feels amazing.

That would be over 700 on any dyno Jet..
what upper and lower pulley? I assume stock lower and around 3.0 upper

Like Cajun said, Chris Crawford or given your location Ben (t/a kid) could help you out. Both are competent and well known on the HP Tuner forums. A lot of tuners struggle with our gen 5 platform, but these guys have it under control.
What things should we be looking for in a Tuner? I mean, how do you find a vetted (lol) tuner that you can trust in your area? In Michigan, so I'm talking with Livernois.
