Are these brand new parts, or used parts?

Did you chose "reprogram" or "replace and program"? You should be choosing replace.

If these are brand new parts, and you're "replace and program" does not work, you may need to contact AC Delco for support.

It shouldn't matter which market it's for. All GM cars are programmed the same way.

On the very first screen where you chose your programming tool (Mongoose) there should be two options. 'Reprogram ECU' and 'Replace and Program ECU'

This screenshot came from the GM Europe support page: https://www.gme-infotech.com/info/tis.html

If the Replace option is missing, then you still need to talk to technical support to find out why. There's no 'tricks' you can do in the software.
