I normally lower my cars, but on the Vette, it seems like the current rear of the car is way too bouncy so I am concerned about lowering.
1. do we have any options to tighten the stock suspension on the base stingray?
2. if so want to go with stiffer suspension parts to upgrade the rear, what do you recommend?
Is there any sort of part I could insert to lessen how much bounce happens when I hit a bump? I know it would make it rougher, but anything would be better than what’s happening now. When I hit a bump, I even hear the tire brush...

If it's a non z51 then you don't have a sway bar in the back. A set of our sway bars front and rear or at least an oe z51 sway bar in the back is where I would start.

I don’t understand how sways will improve bounce from a bump.
My '18 does not react as you describe yours doing, OP. You didn't say what year you have, but I'm guessing at least one bad shock as previously mentioned. I also found that my springs drooped a little after the first few months of driving, effectively lowering the car slightly, but it still never rubs even in spirited driving. That said, I did install the rear Z51 bar. I got both, but after testing I couldn't see a reason to bother with the front... no untoward oversteer. All the best.

Which Z51 rear bar did you go with? The Mag Ride Bar or standard bar? I am thinking about going with the Mag ride bar on my car, but looking for feedback from others who have used it with the standard Base Suspension bar up front.
