Default Passenger Window issues

I'm in need of some assistance...

2019 C7 GS with passenger window issues. Its stuck down and will not roll up.

Symptoms:
-Neither driver or passenger switches will move the window. Driver window switch is fine and driver window moves.
-Dealer ran a diagnostic and "thinks" it was the motor
-Replaced motor and still no luck
-Getting 12v to the plug for the motor
-I can plug in the old motor (while not attached to the regulator) and it will immediately spin as if trying to index
-Plugging in the new motor (while connected to the regulator) will cause the motor to "click" 3-4 times then stop. Same will happen when opening/closing the door (indexing).

Thoughts? No clue where to go next and I'd rather not take it in to a dealer to be looked at.

When I had the regulator out I took the motor off and manually slid the window supports up and down a few times. I don't see any frayed cables, why do you suggest replacing it (trying to learn, not question your answer)?

Click, click, click - like a stripped gear? The motor engages one or more gears to drive the slides.

If you lift / pull the window up, will the motor lower it?

Since the slides move freely and the motor runs - what else is left?

Replace the regulator assembly as suggested.

Couple sites say programming is required for the regulator. Is this just the indexing programming or will it still need to visit a dealer for something else?

A relearn procedure is required when the window regulator has been replaced. You will need a professional quality scan tool or a trip to the dealer. A well-equipped local garage or a mobile diagnostic service are also good choices.

Is it under warranty? Keep your hands off if it is under warranty whether you like them or not.

Unfortunately the bumper to bumper expired last year. 😕

New assembly ordered and will be here Wednesday. I know a performance shop that has a scanner. Will update after I swap parts and visit them for the programming.

Car update:

Regulator replaced and at the dealership. Window still not working. Tech suspects a wiring issue and is ripping everything apart looking for it. He also thinks that water may have somehow gotten in somewhere. more to come....

No codes.

Just talked to the dealership. Looks like there is an "open" and low voltage from a wire in the wiring harness from the driver door to the passenger door. They will have to take out the seat, carpet, and part of the lower dash to find and repair it... minimum 5 hrs of labor. I wont see the car until tuesday most likely.
