The cover rotates. Pry up the side near the engine. Use an insulated tool - you don't want a screwdriver to slip and ground the 12V feed to the fuse box to the engine...
It would be better to leave the existing connection as is and put your ring connector and another nut on the stud.
Note that you will need to fuse your new connection with an inline fuse as the incoming power is protected by a 350 amp fuse on top of the battery.
Lifting the BIG red wire will remove power from the underhood fuse box - a tender won't matter.
Without checking if power for the window memory comes from the underhood fuse box I can't say if a power outage will cause problems. Worst case on loss of power is that you will have to reindex your windows - not a big deal and you car may also be "NOT READY" for emissions test until the car is driven a bit. Not sure if your part of IL has required emissions testing.

2) for a switched 12v source in the fuse box:
Listed below are some of the easily accessible fuses that can be “tapped” easily with an add on "micro" fuse tap device generally available.
Only those with no voltage with the engine off are listed.
Those with an “X” after them have normal ~12 volt DC voltage when the engine is running.
