After some research I have found depending on who you ask the rotor hardware is reusable. (Yes I know that means I still do not have a definitive answer) Has anyone disassembled their rotors in order to powder coat the caps and then reassembled them?
The hardware is about 60 bucks or so from KNS cheap insurance. But factory hardware as far as the nut is concerned is as long as you can’t thread on by hand you should be good, now I say that with my experience as an aircraft engine mech. There are values for certain types of locknuts; crimped, nylon style, serrated, and an internal style, also it depends on what the hardware is holding. But for a 10/32 all metal nut that is the crimp style if it can’t be threaded on by finger pressure it’s good to go. Now with all that being said the hardware for the rotors is metric obviously but it’s between a 10/32 and a 1/4-28. So I’d say anything over 20”lbs would be good with a little high temp locktite.

Racing protocol is the rotor hardware is one time use and the nuts are a specific grade that holds it's strength at higher temps. It's a NAS spec.
Some companies use lesser hardware - mostly the same grade but without the high temp NAS rating. I sell the high temp nut and a high grade bolt.
It's M6x1
It's going to be a lot of work to keep the powder out of the area where the bobbins float - and if you get the brakes hot.....
