You say you switched to new wheels. Are they OEM or aftermarket. Years ago some members (C5 owners is what I recall) had some problems getting the TPS to work with some aftermarket wheels/tires. Haven’t really heard of this happening to C7s, but who knows. Might want to see if the sensors work on the stock wheels/tires.
I just put aftermarket forged wheels (and new tires) on my C7, with 4 brand new fresh GM genuine TPMS sensors. I had problems learning the front right, I finally got it done, after many attempts, with a relearn tool. Was working fine for a few miles, then the right front dropped-out, showing "--", and flagging a TPMS fault.
Something about the new wheels?? Never had an issue with the original wheels and tires.
The biggest problem is when there is a TPMS fault, the active handling system resorts to much lower limits where it will activate. Now, evenly mildly aggressive cornering causes the active handling to kick-in. Not happy. Need to fix this.

I'd bring it back to the company that installed it. I can't see why it should be a problem since it worked, albeit with difficulties. If 8t never worked, fair enough.
