Does the 2019 GS have the newest DCS updates or do you buy an after market DCS controller. Does it matter when in the model year the car was made?

The C7 does not come with a "DCS". They come with a ride control module that is not accessed via the aftermarket and yes, the 2019 has the latest programming from GM

The DSC Sport controller is an aftermarket replacement for the factory ride control module. It allows you, among other things, to program the module yourself which in turn controls the performance of the factory MRC shocks or the DSC Tractive shocks. https://www.dscsport.com/product/v2-...ller-corvette/
