Does anyone know what factors influence the bi-weekly consensus? Is is purely random or does some criteria determine when a dealer gets to order the car? I assume a dealer can't accurately predict when he will see clearance to order. If they have a large allocation, I could see them predicting the odds are in their favor.
I'm #1 at a dealer with 3 allocated, no joy in first order cycle. I'm hoping he doesn't get his first allocated until the A8 is unconstrained.
I'm #24 at a dealer with 47 allocated, which probably means the order will be picked up by GM sometime around Christmas or New Years.
I'm figuring that Dealer #1 is going to get his first allocation in the next few weeks and the second around the end of the year; the same time as my order at Dealers #2 comes up. The question is whether I can order an A8 when his first allocation comes up, or have to wait another 2-3 months until he gets his second unit allocated -- in which case I cancel and go to Dealer #2 for the greater certainty.
I think you are most likely to succeed with the dealer that has 47. I suspect they will continue to sell manuals until the autos are released and then the dealer can order his automatics until they catch up to their total allocation. The higher the allocation the more likely you are to avoid the problem of your dealer losing an allocation due to a constraint. You should ask your dealer where you are on the list of his automatics.
Just talked with my dealer, who confirmed that he will know on 9/17, which week my order will be accepted...9/18, 9/25, or 10/2. On 9/18 he will know what the order constraints are for that week. He also indicated that usually vehicles are built about a month after the order is accepted. Of course this can vary. In the case of the Z06, he said it's possible that there could be a bit of a delay.
So, unless there is a last minute delay (like there was with the allocations), it sounds like 9/18 is still the first official date for ordering.

So if my dealer has only one allocation and I ordered an auto and it is on constraint I loose my car?
It all depends on when the consensus allows him to order the car. In your case later is better - once the 8-sp auto is available. Your dealer may get consensus to use his one allocation in the next month (not so good for you) or he may not get it until very late in the model year (probably good for the auto, but not good if you are impatient like the rest of us). I haven't seen anything that explains what determines when the dealer gets consensus - whether totally random selection or some algorithm based on number of allocations. Good luck to you!
