Our 15 Z is blowing uncomfortably hot air on my feet with A/C on. Bilevel helps some but not much. Putting all air to the floor does get cold air. Also have a bit of a whistle in the system when on bilevel and fan speed is up past half way.
Chevy tech says its normal. Didn't have this much heat on my feet when we first got the car. Did a six and half hour trip to Indianapolis the summer before and wasn't uncomfortable.
No, I do not get warm air at my feet. The vent down there isn't very large, so I could complain that I don't get enough cold air, but there's no warm air.
If you're seeing warm air -discharged from the system- down there I don't think that's normal.
I'd get a thermal gun (cheap now, or borrow a friend's). Put the system in normal maximum Cold operation with upper, mid, and lower discharge turned on. All three should be about the same temp, give or take. If one, like the foot, is wildly different then I would guess one of the actuators internally is not working properly.
Maybe on "Foot" it works but when you've got other vents discharging you wind up with ambient or heated air out the bottom, and this is one way to check.
Already had the dealer do that. Footwell air was 100 degrees according to mechanic. They called Chevy tech and were told it was designed as race car and its normal.

I doubt that's a direct quote, but if it's discharging 100F air through the AC vents then I would say that's likely outside the spec of normal operation.
They've obviously just jerking you around on this, you need to push back or find a different dealer if you want it fixed. I think a different dealer would be a better option.

2020 Corvette of the Year Finalist (track prepared)
C3 of Year Winner (track prepared) 2019
I have noticed the footwell heating up on my car when the dash vents are blowing. Not something I have been concerned with up to this point but has been noticeable to me. Having driven track cars, Vipers and other cars with really warm pedal boxes, I was not all that surprised. I have switched to floor mode and it quickly goes away. I attributed it to firewall heat.
To the above:
I've had good luck with my dealer, had the differential replaced under warranty. Don't think they are jerking me around but will persue further.
No I have not had the reflash done.
Would not be too concerned if it was warm but it is uncomfortably hot and you cannot keep the car comfortably cool.
To add to a/c oddity, mine seems to not stay on recirc despite the light being on. It seems if I push the recirc twice, turn off and on, it feels to be back on recirc. Usually feels off on each new start of the car, as if the light indicator is wrong and the vents are open by default.
Normal?

I can't believe the OP accepted that crap about it being a "race car"....and, I guess I can't believe a real Chevrolet dealer would even say that! To add, I can't believe any Corvette owner (especially someone who dropped around $100K on a new one) could contain his anger if this was said to them. I would have exploded...sorry, BS like that is as much an insult to the receiver as it is a stupid response.
Tzoid9, I didn't accept it as a final answer. They are still working on a solution. Chevy now says they are aware of the problem but don't have a solution. They are going to let the dealer add some insulation. Appointment Tuesday, will let you know what happens.
Well no real improvement after Tuesday's visit. They added insulation to the console and reset the actuators but no real improvement.
Haven't talked to them again but we'll see where we go next.
Like others have said if you are in AC mode and getting any hot air from the system you may have a system problem.
If you are in AC mode with most of the air routed through the dash vents and your foot well is getting warm that is likely from the firewall and exhaust heat transferring to the cabin. This can be mitigated by routing some cold air to the floor vents by using "bi-level" and using the seat fans to circulate that air around. Normally this problem occurs during the heat of summer.
If you are in the heating mode and the foot well is to hot, route all the air to the upper vents. This is because the foot well is generally warm enough once the car is running for a while due to the heat transfer from the firewall and exhaust.
If you are actually getting continuous 100* air from the floor vents regardless of the above that might be an issue. Just keep in mind even when the system is completely off the fan may be on at a very low speed and blowing air at whatever temperature the evaporator core is, which is normally pretty warm in these cars unless the AC is on and set low enough to route coolant to the core.
As I understand it the HVAC re-flash cures much this issue and reduces the need for much of the above.

Thanks for the reply. Definitely a problem in A/C mode and also seems too warm on my feet at around 45 degrees as it was Tuesday morning. Chevy seems to be dragging their feet on letting them do the reflash. I'll persue further.
