www.corvettefurman.com ~ 301-212-4420 ~ Mike Furman
~GM announces Incentives/rebates on a month to month basis. This incentive from GM expires April 30th 2017. That is the risk you run with a factory order as incentives used for each deal matters only at time of delivery. Corvette Factory orders takes 5-6 weeks. With that being said, there are only two weeks left to place said factory order before GM cuts off 2017 Corvette allocations for this model year.

$5,000 rebate doesn't surprise me. If I remember correctly, GM put a constraint on Grand Sport/Z06's with base iron brakes, meaning the GS/Z06 came with the carbon ceramic brakes(forced option if you wanted to special order a GS/Z06 or the dealer wanted to pickup his GS/Z06 allocation, during the period the constraint was in effect).
I'm guessing that the dealers are now stuck with a bunch of Grand Sport/Z06's with CCB in their inventory, and the $5,000 rebate is to help move them out of inventory, as I really doubt that very many people are interested in the carbon ceramic brake option on a Grand Sport.

Let me see if I have this right, this is just the rotors, pads from the z07, not the entire z07 package right?

You have it correct for the Z06 with what you posted above.
The Z07 on the Grand Sport does not come with the clear spoiler bridge(wicker bill).
