If you remove the wickerbill...
First off, if you take a Stage 3 car and remove the wickerbill, is that a Stage 2 setup (just the big end flaps) or is that a combination that GM never intended?
Second, what do you plug the screw holes with then? The screws that were retaining the wickerbill are too long for that purpose.

I tape the screws to the wicker bill and don't worry about the holes in the part left on the car.

I ordered a full set of shorter screws from Haltech. They're slightly different than stock so make sure to order all of them not just the longer ones.
FWIW that's how I roll with my car. Stage 3 front and rear but no wicker. The thing earned me my first ticket in years and I haven't had one since. Yeah it's see-through but heavily distorted and we all know how quickly the back of these cars get dirty.

Burning Brakes
I picked up screws from Subchev on this forum. Think I paid $20 for set of 4 of the shorter screws. I DD with the center section removed because I didn't like what it did to rear vision. Not a huge change with it removed I do feel like I'm not being distracted by the line at created by the top of the wickerbill when I look in the rear view mirror.
BTW...if you plan on driving with it removed, I'd do this sooner rather than later. I found some scuffing around the screw holes from dirt/debris that collected there. Looks like there's just enough vibration for dirt to scuff the finish. It cleaned up nicely so that you really have to look to see it, and in the right light, but it's something to note.

For high-speed events (mainly Daytona) I wanted to reduce drag, so I bought some Stage 1 spoiler extensions/wings.
Here's a thread I posted up when I took my rear spoiler from Stage 3 to Stage 1. When I purchased the Stage 1 spoiler wings, they came with 12 short screws. The 3rd picture shows the long and short screws:

Another thing to make sure of when you remove the clear center wicker bill - DON'T LOSE THE RUBBER GROMMETS!!
I did Museum delivery, and during PDI when they installed it, they apparently glued the grommets onto the wicker bill.
There have been a number of posts where owners have removed the wicker bill and the grommets fell off and got lost. I believe the grommets are not sold separately - they only come with a new wicker bill.
So...when you remove the clear center wicker bill, tape the grommets to it so you have them when you want to reinstall it, or better yet glue them onto the wicker bill so they can't get lost.

New Z has the stage 1. The coupe had the stage 3. I will leave as is. Got tired of scraping things and poor rearward visibility.

I just ordered a 2018 Z today with Z07 package. So that setup will come with the largest front splitter end caps and clear wickerbill for the center rear wing correct? I only ask because all the other ones I saw there that had the Z07 package had stage 2 (smaller front splitter end caps and no clear wickerbill on the rear spoiler).

The Stage 3 stuff (front splitter end plates and rear spoiler extensions and clear center section) come in the car (or maybe shipped separately with the 2017+).
The 2017+ also comes with some ducts for the front brakes.
They are installed by the dealer during PDI. So that's probably why the Z07's you saw at the dealer weren't in full Stage 3 trim - they hadn't done PDI on them yet, or maybe they wait to find out what a buyer would like installed.
So....I would talk with your dealer about what you want them to install/not install before you take delivery.
And....make sure that you get anything they don't install, i.e., if they put on the large Stage 3 front splitter end plates, make sure you get the smaller Stage 2 ones so you can put them on later if you want to.
