It's how us shops are getting these from. I can get it too but Kong has them on the shelf.

Well, now my local tuner just told me that the snout does have to be machined down to get the smaller pulley to fit? What is the correct answer?

I believe your local tuner is misinformed. I have sold and installed dozens of LT4 2.175 uppers with no machining.

If I already have the 2.31 griptec pulley and hub, I can just swap the pulley out without having to take the supercharger off again correct? Simply remove the bolts from the hub and swap the pulley? Is the 2.1 spinning the stock supercharger too much without extra fuel? I'm bolton's only with no E85 or meth.

Yes you can swap it, no problem. The fuel system can sustain a 2.175 pulley on pump gas with the stock lower.

Would any changes in the tune need to be made?

If moving from a 2.3 to a 2.175, I would at least have the car data logged to make sure everything is good, but only minor tweaks would be necessary, if any.
