HERE is how much difference a DSC controller makes..
As to the discussion about whether the DSC controller helps I will say that in my 2015 C7Z (non-Z07) it made a huge difference and the first outing after the controller I dropped 2 seconds off my previous best at VIR. Now I'm not going to say that was entirely the controller as I also did the Tractive shocks, their alignment, and I had some driver mods I was working on as well. The biggest difference for me was really confidence under braking and in transitions compared to stock. However, the stock suspension tuning in my 2019 ZR1, which I ran for most of its life stock, was also very good.
As for folks not seeing lap time improvements I will offer up an anecdote from my own experience. I typically run used Pirelli slicks on my car but one time I decided to drop the ~$2800 on a new set to see what kind of time I could set with fresh tires. Everyone told me the first few laps on slicks was magic and there was significantly more grip. I still believe them but the reality is I went no faster than I did on used tires and the reason was the driver. I was used to running a certain speed through the corner and intentionally forcing myself to carry more speed in to and through a corner was very hard. I wasn't able to adapt quick enough to exploit the extra capability the car had before the tires started to go off. So sometimes the lack of improvement isn't because the car isn't more capable, it's because the driver isn't pushing the car to the new limit. Just something to consider.
As far as the touring bouncing I never noticed it on my cars but I never ran the plush setup and I am very sensitive to harsh rides. I believe the plush setup was developed with help from DSC based on feedback from a forum member so clearly they helped with the tuning there.
