There is no reasonable explanation for late availability of the red engine cover save one. It is much easier to build the first cars as close to alike as possible. Fewer part options to stage on the production line, quicker pass through, more money for GM. When the initial glut is sated, the late availability miraculously disappears which will drive new sales of those on the sidelines waiting. Then comes Z06, Grand Sport, Z51 constraints go off, etc. Drips and drabs. Smart those guys at GM.
It's an accessory that is dealer-installed, not installed at the plant, so it shouldn't have any effect on the production line. It's likely that late availability is a supplier issue of some sort -- perhaps the first few months of supply are destined for the plant rather than parts. Or there may be a ramp up issue. Or, since accessories are usually shipped directly from the supplier to the dealer, so it could be that the supplier will not ready for that process right away.
Looking closer at the pic of what appears to be the std black engine cover note that the black C8 logo may be removable and hopefully if true there is a replacement in color, maybe even the one on the hood would work? If so, i’d Just do that replacement at least initially.

Did anyone else notice the engine cover is "Edge Red", but the calipers can be either "Torch Red" or "Edge Red"? I think the "Edge Red" is darker than Torch.

That would be tacky as the valve covers are all bright red on all the cars standard.

Maybe they found out the red paint was peeling off, and had to come up with a different paint approach.
