Seems right to me. They have to remove the entire rear of the car. Also, if they break or scratch something, they get to fix it.
Here is my draft PDF as I planned to install my own from C7 Carbon as I did their side skirts and splitter when all were constrained. Decided I like the Z51 spoiler in my LBR color (thought I was getting black!)
I called the Hendrick Chevy Duluth GA parts department yesterday and picked up my High Wing Spoiler today. Part# 85001066, Carbon Flash. It will be installed prior to delivery following PDI, 2 hours of labor is required.
The parts team mentioned to me that while the high wing is no longer production constrained, it is a restricted item, not sure what that means. Just wanted to share that I was able to get mine in a day. If anyone wants one, contact the local parts department before inventory runs out or production is constrained again.

The GM official word is constrained IF that is what they are referring to. It's used for items in limited supply. Therefore IF say GM could only supply 10% of the typical orders in "build order period" with the high wing, only 10% can order it. There was always posted list on the Forum of "constrained" items for each build order period.
One of the many reasons I have bought 3 cars from Kerbeck. They have the highest allocation and "in normal times" were placing over 50 cars each period. So in that case, they could order 5 cars with the high wing. If they had more orders for high wings they could place, you get a call and ask if you want the car without OR skip this order period and wait for the next. Then you'd be moved up and have a higher change of getting what you want.
In my case, all 6 of my Vettes have been ordered with the exact options I wanted and made "just for me" in Bowling Green. I would not want a car, without the wheels, performance options etc I had ordered. A small dealer with limited allocation for that order period has a low probability of getting a 10% constrained item.
