Is it normal that the 22 vet window doesn't go down 100% you can see about 1/8 -1/4 of an inch at the crest of the window once its lowered all the way. My car does this along with 2 I saw at the dealer recently. Any thoughts?

Yes, this is by design and perfectly normal. This is to prevent any collected water on the hard top deck from flowing into the cabin if you brake hard.
Ok, thanks. I don't like the way it looks. Maybe in the future they can lower the window the extra 1/4 of an inch and make the adjustment inside the door to block any water

Not going to happen.
Water flowing into the passenger compartment would bother far more people than the glass sticking up a little. To eliminate it sticking up the entire rear deck would have to be redesigned and THAT is not going to happen. I’d learn to live with it or flip it and buy something else. Plenty of buyers would love to have a HTC to complain about.
My window goes down to the edge of the molding and can only be seen from looking down on it. Standing outside the car the window is pretty much dead even with the molding and unnoticeable.

If you ever driven a C1 after a rain with the top down, you understand the reverse flow. And sitting in the wet. The incremental height is a design scheme to prevent soggy shorts.
After a careful reading, I think you are talking about the side window - sticking up a 1/4 in or so (since the rear window on the HTC sticks up much more than that). So, if I had an issue with side window sticking up, I would first try to "program" the window in accordance with owner manual description. Might not work, but I would try it before going to the dealer.
