The transmission, when it detects "spirited driving" can/will hold RPM high. The owners manual describes this feature. Does the trans shift "normally" when accelerating at light throttle? When this happens, hit the up paddle and see if it upshifts as you would expect. If you put it in manual mode and up and down shift with the paddles does it shift as you would expect? Can't comment on the whistling noise between shifts. When in doubt, get it to the dealer for an assessment. Keep us posted.
When the RPM's "max out" does the car hit the rev limiter and fall on its face? If not, it isn't maxing out, just demonstrating spirited driving mode. In that case, it's doing what it's supposed to do. If you don't like it, pull the right hand paddle (or don't floor the accelerator).
I recently purchased a 2024 C8 2LT Convertible that is now showing transmission issues.
1. if I stand on the accelerator from any speed, the RPM’s max out and it will not shift unless I let off the pedal. This is in auto mode.
2. The transmission makes a winding whistle noise between shifts, car only has 1100 miles
New to this forum and looking to see if it’s an occurring issue? Thanks and interested to learn from you all.

If you are in the automatic shift mode, regardless of Driver Mode, and you are "standing on the pedal" meaning it is completely floored, then it should be up-shifting at or near redline. There is an issue if it is not under the conditions described.
But, it will do that in manual shift mode or if you have (accidentally) hit a paddle putting it in temporary manual mode.
If it is not fully floored, as noted already, it may have detected spirited driving and involved "Driver Influenced Gear Selection"
If you have a downloaded PDF of the Owners Manual (recommend you get one if you don't), look up "driver influenced gear selection", "performance transmission", and "performance shift".
