Curious---What do you use to take tar off? I use WD40(small amount on a rag) then wash off the area and wax.
Or kerosene, brake clean, etc. Then rewash and rewax. Best to avoid road tar all together, but when I can't it is about the only thing nice about the black sheep when it comes to keeping the outside clean.
Answer: you can try all of those. I spoke with an install guy for clear bra. His take is most of that stuff is not great for the paint (or his clear bra).
He uses a clay bar and finish fluid. Says it's the best for the paint. Seeing as how I've got a "light" colored car just like yours (and that's the reason I called and asked him), I'll take his advice.
One other thing I learned from another person: when you get the clay bar, cut it into little one (or so) inch squares. If you drop the clay bar, because it's like a magnet to dirt and sand, you're not supposed to reuse it. This means, you throw it away. Better to throw away a one inch square of this 10 dollar stuff, than the whole bar!
i would advise against paint thinner as it actually weakens the paint everytime you apply it
on my bike i use bug and tar remover (white can with some orange and blue on it) to get all the bugs and tar off it is nice cause my chain slings wax everywhere
I really like Poorboys Bug Squash, full strength. You can also mix it while washing your car for a little extra umph .... helps with dirt, bugs, tar and roadkill (JOKE).
paint thinner - dirt cheap, widely available. Great for chain grease, tar, you name it---
have used it on motorcycles and cars for 15 years. never a problem on paint that is fully cured.

I Haven't tried it on tar yet but Goo Gone seems to remove most anything. Got all the old adhesive off my interior when I removed the cheap-azz woodgrain crap.
