Least expensive would be the Harbor Freight version of the Porter Cable 7424XP
I just bought the Chemical Guys TORQ22 D on sale for $239
You need to spend some upfront $$$ to buy some decent tools and chemicals

A dual action buffer is the only way to go. with the right pads and product your results will be amazing. One tip is to watch the How To videos on the Autogeek website for proper technique when using the products and buffer.
