I bought the TPIS coated headers, they weren't cheap however. They are extremely nice, and high quality. IMO I think Hedman makes a set for the 86 with the air tubes, not sure the part number, but I think you will have to have a muffler shop make you a y pipe for the hedman. The TPIS headers come with a y pipe. If I remember right the Hedmans are about $400. Hope this helps a little.
I did not know that, sorry... I thought they were legal because they had the air tubes, but I guess not... my bad..

They need a C.A.R.B number to be legal. It's a CA thing. CA charges the maker of the product X amount of money to get the CARB number. I heard rumor it is ~$50K (seems  to me)
How many sets of headers do you have to sell to make a profit on that?
You can find out what aftermarket parts are CARB approved at this site http://www.arb.ca.gov/msprog/aftermk...es/devices.htm There are some headers approved for L-98 C4s, but they're the short OEM style available from a small company near San Diego. One other company is out of business I think. No prominent names like Hooker or Hedman. The info and forms are all on their website.
To get CARB EO you have to prove to an engineer assigned to your case that it doesn't increase emissions on a specific vehicle that you must also provide. I think long tubes would fail w/o a relocated, heated O2 sensor, bullet cats after the collector, and a modified chip. Hardest part to pass is the cold start idle, warm-up all of which are difficult for long tubes.
