I just used some solvent on a rag and wiped it down, rinsed with water and let dry, and sprayed with Chassis black paint from The Eastwood Company.
Their chassis black is a high solid content paint, sticks well, and doesn't require near the prep work that a car finish does. And it's a lacquer so it dries quickly.

Petroleum based cleaners will leave a film that can inhibit the new paint from adhereing properly so be sure to do a final wipedown with rubbing alcohol and/or more water before painting. Once you're done, it only takes a couple extra minutes at each washing to wipe down the engine compartment to keep it squeeky clean. Besides looking better, any fluid leaks that occur will be more obvious and allow you to fix them before they become a bigger problem.

that's why I recommended MPA, it's not toluene based.MPA is also very good for degreasing fiberglass before laminating (repairs) or painting.
