Default external balance HB question

I dont understand on an external balanced crank, how does an external balanced HB and flywheel balance the assembly without checking and removing or adding material. Maybe I have it backwards but doesnt the shop still rotate the assembly then need to adjust or is that for internal only?

I know someone can clear me up. THX

On an internally balanced assembly the crankshaft is balanced (spun)
separately from the flywheel and dampner, and the flywheel and dampner
are balanced separately as well. They are "neutral" balanced.

On an externally balanced assembly the shop has to mount the dampner
and flywheel on the crankshaft and spin it all together as an assembly because there
are counterweights on the flywheel and/or dampner to help balance
the crankshaft.

OK, but as they spin it with HB and flywheel (the external) and it shows out of balance, what do they do?

It depends. Since it all has to go together as a matched assembly anyway,
they have the option of removing weight (usually by drilling) from either
the crankshaft counterweights or the flywheel/dampner. If the out of
balance condition is heavy to the counterweight side (as opposed to the
rod throw), then I think most shops will work on the crankshaft. If it's
heavy to the rod throw side, they'd probably then go to the flywheel/dampner
to make corrections since there's not much metal that can be remove in
and around the crank pins.
