What makes a cam emission legal. I have two cams here

The first is emmission legal but the second is not. I've called crane three different times asking for a cam for my car and each time I get a different answer. I'm kind of confused. I don't see why the bottom one wouldn't pass emmissions but I was just curious how a cam gets an emmsission legal tag.

"Emission legal" by whose authorty? State law? Federal law? The sellers statement? Was the word LEGAL used? Or was it COMPLIANT? A cam that passes the sniffer test isn't necessarly, LEGAL.
They might be refering to a C.A.R.B exemption. One cam, intended for use in smog legal cars, was submitted to the C.A.R.B for approval as a stock replacement and the other wasn't.
Thats it Vettrodder the first has a CARB OE rating but the second does not. Maybe its as simple as they don't feel the need to get a CARB exemption on it. I know non of the cams comp suggested had a carb rating. Its not important for me to have a carb rating in TN but I didn't want to get too wild thats all.
