Lastly, does the potentiometer in the headlight switch fail or go bad with age, so that the guage lights do not brighten or dim with a twist of the ****?
Yes, and I would check the light switch first. I wouldn't think bulbs would dim with age. Maybe I am all wet, but I would expect the resistance, and therefore the brightness, of the filament should remain the same over time; it either works or it don't.

I agree, check switch, the only way the bulbs would shine lighter was if they were covered, My father had the same problem last year with his '65 and it was the switch.

When you do attempt the job, buy a couple of 10 inch long bolts to replace the top right and top left instument cluster bolts. Replace the top left and top right with your long bolts, remove the rest of the bolts that hold it in includung the steering column attachments and carefully slide it out on your long bolts. This will give you a fair amount of room to reach what can be difficult bulbs at the top of the cluster. My advice is for you to replace them all while you are in there so you don't find yourself going back in later.
