If you're talking about the full-width steel reinforcement that's bonded to the underside of the front surround panel forward of the hood opening, it was dip-primed black on St. Louis-bodied cars and was green zinc chromate (just like the birdcage) on A.O. Smith-bodied cars. It required additional blackout spray on A.O. Smith cars to hide the green with the hood open, but you can usually see green from the bottom.
