the 60s gtos were 6.6 liters 389 ci . not much smaller then a 402 . so i'm thinking motor size by-liters is not an exact science

It is a pretty simple metric/english conversion.
389 is 6.4l. I'm not sure I've ever heard of the 389 called a 6.6. Not many American engines were stated in liters back then.
The late 60's Pontiac 400 (which replaced the 389 in 1967) is commonly referred to as the 6.6l, but that has a larger bore than the 389.
Also, the later 70's Pontiac 403 (ie: Smokey/Bandit Trans Am) was also commonly called the 6.6l.

1 cubic inch equals 0.016387064 liter.
A LS1 or LS6 (which is 346 cubic inch, if I remember correctly) is 5.67 liter - round up to 5.7.
The old Pontiac 400s would be 6.55 liter - round up to 6.6. The Olds 403s would be 6.6 almost exactly.
