On Wednesday, January 29th, 2014, the Governor kicked off the Spring Legislative Session with the State of the State address. For the first time in many years, all kinds of outlandish anti-gun schemes were not included. I do expect to see various attacks on Concealed Carry coming from Representatives and Senators who represent legislative districts within the City of Chicago.

As you know, the Illinois State Police (ISP) has rule-making power granted to them by the Concealed Carry Act. One recent change deals with how the B-27 target is to be scored. Originally, any hit inside the black area of the target was counted. The new rules require all hits to be inside the scoring rings to be considered a hit. From now on, only the hits inside the 7, 8, 9 and 10 rings will be counted. Instructors should take note of this change. If you have already qualified under the old system, you are OK. This can be found in the Illinois Register in Section 1231.10 Definitions for those who care to look.

Right now, the Firearms Concealed Carry Law (FCCL) is still being tweaked. We can expect this to go on during the Spring 2014 Legislative Session. We will keep you advised.

I also received the same email along with 3 other friends who applied as early as possible like we did. I bet we have our CCW permits in hand mid-March at the latest, I think we are already approved and they are just waiting some time out to help police with new training regarding procedure for stopping cars on the road where the driver is a ccw permit holder, etc.
