I think we all agree that we don't agree with the 2 plate system and that money could be saved by the State if they only issued 1. I in fact do run a front plate but it's covered by a crystal clear plastic bubble so I could be ticketed.
The OP asked if the specific application was legal and maybe a lawyer could chime in but it seems clear to me. The DMV states the "information" on the plate cannot be obscured by a frame and the one pictured does not!
IDOT has an inaccurate illustration of exactly how that black box is to be installed and the one pictured above is correct, however it does obscure the plate number. Seems to me you could wriggle out of a citation for it???
I agree with DevilDogII that not running a front plate is a gateway to loud exhaust, too much tint etc., it's also the reason why I don't consume alcohol when ever I'm going to be in the Vette!!!
Ok, so you DO run a front plate but violate the covering it rule (even with a clear protector) so why bother running the plate at all???!!

I just picked up a new plate mount transponder for my girlfriend's S2000 since a mailing said hers would need a new battery and the wizzards at the state solved the above isssue. The transponder now has one set of holes and it mounts offset so it is partially above the license plate area, looks like total $h*t. I was going to redrill the holes to solve and they said I would be charged a replacement fee next time I turned in the transponder for batteries.
