Tim, agreed, but you know how it is... it's another revenue generating ticket that's all they care about. Another excuse to make money.
It is a $150.00 fine for each plate missing in the great State of Illinois. My buddy & I took a car out for a test drive at a local Chevy Dealer. The sale guy forgot to put plates on the car. A cop pulled us over and gave the salesguy who was in the back seat the ticket. Welcome to Illinois!

The only time I've received a ticket in Illinois for no front plate was in Chicago, while the car was parked in the street.
Now, I only take the Vette into Chicago when I know I'll be parking in a garage.

I have a monthly parking permit in a downtown office building near the Big *****(ex Sears Tower ) and have seen Chicago revenue dept people checking registration and license plates in the building. I asked the lot attendant later about it and he said that they were issuing tickets for any Chicago resident without a vehicle sticker or FRONT LICENSE PLATE. WE have plenty of exotic cars parked in there, Porsches, Maseratis, Ferraris and of course Corvettes. About 50 % don't have a front plates but only the Chicago registered ones without front plates received tickets. Now that really sucks

As a retired police officer, I've never quite understood the logic of requiring a front license plate. There are agencies (including the ISP) that claim it's a necessary tool for law enforcement. If that's the case, then all 50 states should require it. I used it as probable cause thousands of times to stop vehicles, but I never wrote a ticket for it unless the stop resulted in an arrest. I also think it's BS to go on private property and issue tickets. My son-in-law received a ticket for no front plate while his car was parked at O'Hare.
I've had my Vette for 11 years and have never been stopped for no front plate. Maybe I'm lucky. That being said, you won't find me complaining if I do get stopped because I'm well aware of the consequences. I'm hoping that one day someone will use a little common sense and do away with the front plate, but that's doubtful because of the resistance from the ISP.

I think we all agree that we don't agree with the 2 plate system and that money could be saved by the State if they only issued 1. I in fact do run a front plate but it's covered by a crystal clear plastic bubble so I could be ticketed.
The OP asked if the specific application was legal and maybe a lawyer could chime in but it seems clear to me. The DMV states the "information" on the plate cannot be obscured by a frame and the one pictured does not!
IDOT has an inaccurate illustration of exactly how that black box is to be installed and the one pictured above is correct, however it does obscure the plate number. Seems to me you could wriggle out of a citation for it???
I agree with DevilDogII that not running a front plate is a gateway to loud exhaust, too much tint etc., it's also the reason why I don't consume alcohol when ever I'm going to be in the Vette!!!

I got a no-front-plate ticket on the 11th floor of a private parking garage on Lake and Franklin in the Loop. I contested it via administrative hearing and I showed the ALJ the statute that only requires a front plate on a parked vehicle if it is in "the roadway". Is a private parking garage the "roadway?" Certainly, not by the definition of the IL Compiled Statutes... but he said the City of Chicago has a POLICY that says they can ticket for no front plate anywhere. ********. So if a car is in a bodyshop without a front clip, it can be ticketed?
I was going to appeal it to the Circuit Court,but it was a $130 filing fee to contest a $50 ticket. I'm kicking myself that I didn't keep going after them because I think it was a winner.

In 1967/68 I was stationed at Fort Lesley J McNair in Washington, DC.
The base required you to have a post registration sticker on the right front bumper and also the left rear bumper.
It was the fashion then to remove the front bumpers from the C2 Corvettes to give them the "gasser" look. I was driving a black 65 Corvette convertible back then and of course removed the front bumpers and stored them in my wall locker.
It took the MPs about a month or so to catch me but I finally received a ticket for not having a sticker on my front bumper. I tried to explain to the Provost Marshal that I did not have a front bumper and offered to put the sticker on my lower right windshield instead. That seemed logical to me but not to them. After a few weeks they called me in and said they had decided that I had to replace the bumpers. I tried to tell them that I had thrown them in the dumpster and did not have them anymore. It took another week or so for them to decide that I had to buy NEW front bumpers and to apply the sticker to the right front one.
I finally gave in and dug out the bumpers but could not find the bolts. I did manage to come up with some bolts at a hardware store that were anodized some type of copper/gold color along with matching nuts that had blue nylon inserts in them. I often wondered what ever happened when some restorer sometime during that car's life removed those bolts and nuts and thought, "Wtf" "I wonder if these are factory correct and what the story behind this oddity is?"
I also remember the dumbfounded look on the MP's and the Provost Marshal's faces when they could not understand why some fool PFC would be running around with no front bumper. Not only could they not figure this out but they could not believe how a mere E3 could afford a Corvette!!!!!!!!!!!!
Hey guys, I just got a ticket for having clear covers over my plates and another for altering the plates, I had used pinstripng tape and put a hyphen in between the C and the 5 (LOUS C-5), just two weeks ago.
This mis-managed state is upside down big time financially. Why not offer a special single plate/vanity registration for an extra $200.00. I mean sweet odins beard you can get all these other specialty plates. If this was an option, I would spend the extra $200.00 and uncle fester Pat Quinn could cash my check and pay the cops who ticket me now.
