Are you trying to use paypal and a credit card?
If so, can you try the paypal using the bank account method?
Last thing is just mailing a check.
If you are having problems using paypal and a non US Visa card, and still prefer this method, I may have to move this up to the admins to find out if there is a something that makes this situation for you different and if there is an alternative
