No big deal but do you need administrator permission to use smiles. I have tried every trick I know and all I ever get is the text equivalent . like this

Depending on your account settings, you can use Smilies in either two ways. If your account uses the Standard Editor or Enhanced Interface, you will see a Smilie box to the right of the section where you compose your reply. You can simply click on any smilie to insert it into the message box where you compose your reply. If the specific smilie that you wish to use isn't shown in the box to the right, you will need to click on the "More" link in the bottom left of the Smilies box. This will open a new browser window with the complete listing of Smilies. To insert any Smilies, you need to click on the specific Smilies you want to insert.
Note that if the above doesn't work, it's because your browser does not allow javascript or you're blocking ibsrv.net - which hosts the javascript for the smilie box.
Additionally, you can insert similes by simply using their shortcut inside your message. For example, to insert the popcorn smilie, you would type in :lurk: inside your message. However, if you do this, you need to make sure that under the Miscellaneous Options (under the section where you type your message) does not have "Disable smilies in text" selected, otherwise, it won't parse the smilies.
