You have to be a supporting member to post attachments.
You can add pics to a post using the IMG tags but your pics will have to be uploaded to a picture hosting website like photobucket and the URL of the pic entered between the IMG tags.

No, there hasn't been any change.
The Attachment feature has, for years, been reserved for Premium Membership. The Attachment feature is a built-in vBulletin feature that allows uploading pictures directly to the forum and embeds them inside a post.
Since the Attachment feature is reserved for Premium Members, the other option to posting pictures is to use a 3rd party service (such as Photobucket) to upload the pictures to and then hot-link them inside a post using the IMG tag.
