The point is it only displays for those who are not logged in, who may not know how to use the forum and participate.

One of the top most questions from new members is how to post and/or join. The Ask a Question, which only displays for those who aren't logged in (and possibly not registered), is there for those to get them started.

The solution is to log in and stay logged in if you don't want to see the Ask a Question box.
