Why? One of the top most questions from new members is how to post and/or join. The Ask a Question, which only displays for those who aren't logged in (and possibly not registered), is there for those to get them started.
The solution is to log in and stay logged in if you don't want to see the Ask a Question box.
Lastly, post a screen capture showing the Question Box locking you out of the site and state your browser and screen resolution. There's a minimize sign, which is universally understood as a minimize feature for a window, that can be used to minimize the window.
