Occasionally, I will go onto CF’s website and get this type of picture. This may last for days, it does not happen with any other web site.

Possibly a corrupt cache. Clear your browser's cache. If CorvetteForum is bookmarked as a favorite then note some browser don't delete cache unless delete favorites data is selected.
Your example suggests your browser might no be using the CSS file.

I think you are right, something worked; I went into Administrative tools, then 'disk cleanup', and deleted 'temp internet files' and a few more things. Then I refreshed the CF site and it worked.
