Cannot upload pictures

Cannot upload pictures

When I try to upload a picture, at the 50% point it stops and an alert appears. The alert has no message. It just says "Alert"

I would provide a screenshot...but I can't upload it.

I tried reinstalling the OS on this MAC using macOS Recovery and it still pops up the ALERT pop-up. I am thinking it has to be on the forum.
Getting really frustrated.
