need help

i have a 92 corvette. i had to change the dash harness out due to a starter relay malfunction. got the new harness in and now the car wont start. no injector pulse or fire. i put a vats bypass module in thinking thats my problem. but it wasnt. tracked down the c12 pin at the pcm and found that it is showing a ground. been told it shouyld be 12v is this correct
