We have lots of them here too. Buy your neighbor a bird feeder and extra seed. Tell him to start feeding birds today.... That will get them away from your house.
They may be "cute" but they are a wild animal and potentially very dangerous.
Is there some sort of repellent scent you can sprinkle or spray that will discourage them?
When I lived in Maine and deer hunted for many years, I encountered bears on a regular basis, and my experience was that they were more frightened of humans, and would give them a wide berth. The exception was when they were protecting their young or being interrupted while eating. Brown bears, on the other hand, are a different issue.

Just this morning my wife went out at 5AAM to go to her Gym. Our Governor (Killer Cuomo) finely allowed them to reopen. About a mile down the road she said there was a dam big bear dead center on the white line. It did not want to move at a couple easy horn blows, but finely when she hit the horn for about 30 seconds it ambled off. We live rural best bet no humans heard the horn!
Had bear trouble where I lived in upstate NY. They loved my wife's bird feeders. I found the best way to get rid of them was to make a loud noise. A hand held air horn does fairly well. Just open a window and point it in the direction of the bear and let it rip along with some shouting.
