1.PA STILL shows a lien on my car, (paid off months ago), and won't release title
Bank continues to say they HAVE sent notification
2. On a different car I just bought with 2701 mi, someone made a mistake and registered it with 27010 mi. (obvious typo)
Received new title with incorrect miles. Need new title with correct mileage.
I'm on my phone so can't see where you are. If not near Penn Dot, check in your area for a notary that is linked to Penn dot. They can assist with the mileage issue and give you guidance with the title, some times easier than penn dot.
I am dealing with a linked PENDOT tag place.
They did some form for the incorrect mileage title, but can't do anything except check on their computer to see if the lien was removed. Ally bank, sent a notarized letter to me saying lien was released, which was messengered up to Harrisburg, but it still shows ELT.
THAT is the issue.. Need someone on the inside to REMOVE the lien status so a title can get printed and sent!
2 months now since lien was paid off. Bank said all electronic liens are removed and state is notified intermediately....Yea right....

Make an appointment with your local state representative's office. They have staffers that get involved in these issues and lay the smackdown on the inept DOT and get results.
Many years ago, I had 6 Vettes and the DOT had mixed up the license plate assignments between the cars. I have no idea how they effed it up because the cars were purchased years apart and I only had valid registration on 2 of them at any time.
So, local cop pulls me over and says my registration was expired. I said, "no it's not" and pulled out my paperwork. He was using a license plate scanner (one of the 1st). I showed him the registration and the make model and VIN was correct, however, the tag number was from the wrong car. No idea how the DOT screwed it up. I never swapped plates between the cars and this color car and year was unique and not like the others I owned.
Copper realized it was a screw-up and didn't issue a ticket, thankfully.
However, what ensued dealing with the DOT was a massive headache. Finally went to the local rep's office with a nice cover letter of what needed to happen to correct the registration at no cost to me.. they called me back a week later and said that it was fixed and emailed me the new (corrected) registration.
Ive been browsing around the forums here while considering getting a c7 and found this thread , decided to make an account to give an answer.
In reference to the lien release the last time i delt with the same issue my local bank branch printed a paper copy of the lien release the day i paid it off, then the same day i drove to Harrisburg and got my title. i'm not sure how far you are from penndot but thats what worked for me.

I also have the notarized letter from the bank.
Harrisburg will not accept it to remove the electronic lien.

I recall a cartoon years ago. Guy standing at the window of the DMV, and the clerk is hollering over her shoulder "Hey Mary, this stupid idiot has all the right forms, all filled out right, all signed correctly. WHAT THE HELL DO I DO NOW?"
