After a low speed impact, my front bumper is dented inwards (I idled into the trailer hitch of a car that stopped short on an entrance ramp to a highway)
I'm curious if I hit the backside with a heat gun if I can re-mold the surface back into it's original shape or if this will cause more damage.

A photo would do much better than a brief description. But...YES...heat can allow you to re-shape the urethane.
I can not comment on if it can cause more damage...because if the paint has spider cracked...then it might....if it has been re-painted...this can also cause for a problem due to the paint can possibly delaminate due to improper prep on the bumper when it was re-shot.
Just an FYI- after my C5 race car went into the wall at over 120 mph, I had the same problem and removed it in preparation for replacement. I placed it outside for the garbage and to my surprise a few days later, the heat of the sun actually let it find its way back into place.

I found the structural damage I remembered actually cured itself. I bend the bumper support piece back into place and apparently the bumper is now the correct shape....now just need to fix the paint and replace the hood....
