I would apply 2 or 3 coats of fiberglass gel coat. After that sets up I would sand it smooth with 80 grit.
Over that I apply epoxy primer then a couple sessions of high built 2k primer sanded to perhaps 400 grit, then topcoat to proper color.

i had a similar situation with my 69 coupe that i stripped to bare "glass." applied a TWO PART EPOXY PRIMER followed by a couple coats of a primer-surfacer, sealer and topcoat. i sold the car after 9 years, and saw the car 10 years later, and the paint still looked good.
Do ALL your body work to bare fiberglass
You WANT that filler or repair to bite into bare glass
I DO NOT use Gel Coat - In my opinion it is OLD technology
Alot of guys use it - I dont in my shop
We feel there are way better products and new products
After body work we have a process of primers
- Epoxy over your body work
- Then a 2k polyester or 2k primer
- You may put down several rounds of primer
- Sealer before paint
