On my 1995 there is an area surrounding a paint chip that the PO obviously tried to fix. I am not sure if he tried to fill the chip and then tried to buff it out but it almost looks like he buffed through the clear coat.
I hope the photos give some idea of what I am looking at and if there is a way to get rid of the “rings” that look like a halo around the chip. The local shop wants to paint the entire hood to correct the problem but since this is an all original car I would like to find some alternative if there is one.
No expert but it looks like someone sanded thru the clear coat and into the base coat and maybe into the primer.
My .02. A good body shop should be able make a repair that no one could detect.

my 2-cents - from the pics, it looks like the corvette has been repainted twice - each "blue" ring is a repaint, paint layer. my suggestion is to have your local paint supplier, computer color analyze the paint. it's not only the color, but the actual metallic (size) used in the paint. for a near perfect spot repair, you will need a paint repair artisan and a lot of luck. the first thing though, you'll need is a perfect paint match.
