Default what is this stuff?
I have a lot of this stuff on my car. It doesn't have any fiber glass in it and seems like an epoxy someone used to fill in damage. I'm guessing it was painted on pretty thick because I don't see any runs. It's filling in this gap in the skirt.

It can certainly be epoxy with filler added. Micro-balloon filler is white and yields a very light amber color when mixed. It could have been applied with any runs ground out.
