I think it is important to outline your goals first and go from there.
Do you want a little extra kick for the street?
Are you going to track the car?
Then its a matter of budget and what you want to do and when. Horsepower is almost always added in stages for most folks. I thought I'd be happy with a little extra kick for the street and occasional track events. Then, I figured out I wanted more.
A plan is very helpful and will save you tons of $$ down the road.

My goal is to get it somewhere or 400hp with out opening the engine
Air intake, headers, catless X pipe, a pulley, t-stat, and a tune should get you close, but adding 50 hp (14+% increase) is no small feat.
You may also look at adding a cam to the mix. Cam only my stock LS1 head put down 413rwh and 387 rwt
Again, you have to make a plan for where you want to be down the road, and that ain't easy. Almost everyone I've ever known to mod a vehicle wanted more power later.
If budget allows, do all your bolt ons + a tune in one shot. Play with it for a bit and you can always step up to a good head and cam package or go FI at a later date and add 150+ hp to your stock motor.
