My 98 C5 is bone stock. 6M. Of course it’ll blister 1st gear, but if it’s rolling in 2nd, about 20 mph, and I just briskly mash the throttle, it takes off hard, but the tires never lose traction. I’m looking to just mod my car enough to where you can not put it to the floor in 2nd without it getting loose.

I went from bone stock to K&N cold air intake, long tube headers, resonators instead of cats, x pipe, borla axle back, and a dyno tune. It's exactly where u want ur car to be.

An LS6 intake, a better air filter like a Blackwing, a 10% underdrive pulley harmonic balancer, no cats, a 160° thermostat, and a dyno tune will have you in the extremely low 13s, or high 12s, depending on driver skill. As far as breaking the tires loose in 2nd gear, idk. I do know it might look and sound cool, but when tires spin, you can lose a lot of time on your et. Just sayin........
Rolling at 20mph in 2nd and mashing the pedal isn't going to spin with 3.42s without a lot more power. You're way too low in the powerband at 20mph in 2nd gear.
Like some mentioned above, you'll need better gears, better heads and a decent cam to more easily get you what you are looking for. If you have a good tire you're still going to have issues NOT getting traction with a 2nd gear 20mph mash. If you're running old/hard run crap tires you could get her to spin through 2nd to 3rd.
